Our take, from the rated issues
When we rated Cursor in Issue 001, the bar for the top slot was simple: which tool most changes a PM's week, not just their output. Cursor cleared it because it moves the PM into the codebase itself. Instead of writing a spec and waiting for a spare engineering cycle to test an assumption, you can draft the flow, ask the repo where a behavior lives, and walk into a scoping conversation with evidence instead of guesses.
The whole-repo context is the difference. Generic chat tools answer questions about code in the abstract; Cursor answers questions about your code, which is what makes its explanations usable in a real prioritization debate. We found it most valuable in three recurring PM moments: spiking a prototype before committing the team, sanity-checking an estimate before the sprint, and tracing exactly why a small change is not small.
Two honest caveats from our testing. It is still a code editor, so a PM who has never opened one faces a real first-hour learning curve. And its drafts are prototypes, not production code: treat them as evidence for a conversation, not a shortcut around engineering judgment. Neither dents the ranking. No other tool we rated this month compresses the distance between a product question and a working answer this directly.
